The project charter is created at the beginning of the project, it explains the project or programme and outlines the purpose, goals, stakeholders, and key deliverables of a project. It acts as an agreement between the project sponsor, project team, and other stakeholders, and sets the direction and scope of the project.  It provides a high-level overview of the entire project and serves as a reference point throughout the project's life cycle.
