I am not in agreement with what you have mentioned in the first paragraph. Any PMO exists to address the needs of their stakeholders. If the needs of the stakeholders are around the areas of governance, compliance, and control, they can still work in an agile way to address the needs of the stakeholders.

Hence, I would say, in today's context, All PMO's must use agile approaches where found applicable and leverage digital technologies to uplift the efficiency and effectiveness of services delivered to their stakeholders.
